Transport infrastructures such as airports, rail networks, ports, metro systems and road tunnels are critical to economic activity, mobility and public safety. These complex environments face a wide range of risks, from fire and technical failure to security threats and extreme weather. The CER framework places increased responsibility on transport operators to ensure robust protection and rapid response capabilities. Integrated fire safety and electronic security systems enable early detection, effective evacuation, incident management and operational continuity in high-traffic and safety-critical environments.

 

EU actions & requirements 

  • Coverage of transport operators as “critical entities” under CER, requiring bespoke risk assessments and resilience measures. 
  • Application of NIS2 cybersecurity requirements to transport networks and information systems (including incident notification and risk management). 
  • Inclusion of transport in the EU Critical Infrastructure Blueprint with defined notification and coordination processes for cross-border incidents.
