Euralarm urges coordinated network shutdown strategy in response to EU call on Digital Networks Act

Euralarm has issued a position paper in response to the European Commission's call for evidence on the proposed Digital Networks Act (DNA), highlighting concerns about the uncoordinated phase-out of 2G and 3G networks and its critical impact on electronic fire safety and security systems.

With millions of alarm systems across Europe dependent on legacy mobile technologies, Euralarm warns that abrupt or poorly coordinated shutdowns could compromise essential services and endanger public safety. The association calls for the DNA to include clear obligations for telecom operators to coordinate with regulators and stakeholders, ensure transparency, and provide a minimum 7-year notice period for technology transitions.

The lack of alignment between the lifecycle of safety systems and mobile technologies poses a serious risk. Europe must ensure continuity of vital services, especially those protecting lives and property. Euralarm’s proposals align with BEREC’s 2026–2030 Strategy and emphasize the need for public consultation, regulatory oversight, and safeguards for vulnerable populations.

Euralarm remains committed to working with policymakers to support a secure and resilient digital infrastructure for Europe.
