Euralarm calls for clarity and proportionality in the EU Digital Omnibus on AI
The association supports measures that improve proportionality and legal certainty in the implementation of the AI Act, particularly by removing unnecessary administrative burdens for low-risk AI systems that perform narrow or procedural functions.
In its paper, Euralarm also calls for clearer rules on systems placed on the market before high-risk obligations apply, ensuring that products lawfully introduced before the new requirements are not retroactively subject to additional compliance obligations unless they are substantially modified.
To support workable implementation across the AI value chain, Euralarm recommends clearer allocation of roles and responsibilities, including recognition of component AI suppliers and avoiding automatic classification of integrators or installers as AI providers.
Finally, Euralarm supports delaying certain high-risk AI obligations until harmonised standards and guidance are available, allowing companies and authorities to prepare in a structured and consistent manner across the EU.
Through these recommendations, Euralarm aims to help ensure that the Digital Omnibus strengthens Europe’s competitiveness while preserving trust, safety and innovation in AI deployment.
