Towards a European Public Alert System

The 8th GESA Conference (German European Security Association), which took place on 16th June in Brussels in cooperation with EURALARM, saw the European electronic fire safety industry taking a leading role in the European crisis response debate by presenting solutions which could form viable technological building blocks for European Public Alert Systems.

With the recent events in Japan and Spain as background, and under the banner of 'Crisis and Emergency Response in the European Union: Towards a Public European Alert?' the high-level conference brought together around 100 civil and public security experts from Europe, Japan and the USA to discuss Europe's crisis response capability and future perspectives.

One very clear challenge highlighted during the conference was how to implement frameworks and technological solutions that can cope with the extreme complexity of the procedural and regulatory landscape of crisis response in Europe.

The presentations all highlighted the need towards – and the challenges in – achieving a more standardized approach to crisis management and public warning, at regulatory, technical and organizational levels. This was a point reinforced by Hansjürg Mahler, President of EURALARM, who stressed the importance of real-time, standardized information dissemination to people in crisis situations, and the necessity to develop Europe-wide standards and codes of practice to support it.

We will follow-up with more information on this important event, which fits perfectly into the ESP-Project presented by Hansjürg Mahler at the EURALARM GA in Bucharest in May (see separate report in this July Newsletter), in the next EURALARM Newsletter.
