In 2010 TC Lobbying introduced the New Lobbying Concept. One major point is the Agenda 2010/11 with core elements that support the goal for a stronger positioning of Euralarm in the EU.
The Agenda includes the definition and the role as well as the objectives of Euralarm in the Security Research Program such as the ongoing FP 7 and the upcoming FP 8. Another key working area is the service directive. A position paper and a map of implementations is in process. The Services Standardisation in CEN/CENELEC is on the right path - the CEN TC for Service Standards is established and there is one Committee for Fire Safety & Security defined. Euralarm has managed to send members as delegates in the CEN TC working group. Besides, the Application Standards for Fire Safety EN/TS54-14 is a point for 2011.
Certalarm made an important step forward. The next step is to identify critical points and to define a lobbying strategy for 2011. For the new Block exemption regulation it is necessary to evaluate the impact on the national and European certification. This year there was already an analyses launched by the industry meeting. Furthermore beneficial European and global alliances must be identified as well as relevant topics.
From the experiences made in 2010 Euralarm came to the decision that external consulting support is needed for the political positioning in the EU, especially in the European Commission DG Enterprise and the European Parliament. Euralarm should become more visible and a well established key partner for Safety and Security topics. Other organization (GESA e.V., EOS, ) are recognized in the EU as potential partners. There is a need to change this and to establish and to position Euralarm as the organisation in the field of civil security.
