TC Lobbying report

Burson MarstellerMichael von Foerster provides Euralarm members with the latest results from TC Lobbying activities…

Euralarm signed a contract last year with the Burson and Marsteller agency (see separate activities report in this Newsletter) and has built up a project team to focus on the initialisation of measurements and goals (summarised below):

  • To establish Euralarm as the preferred stakeholder. For any question emerging from the EU, Euralarm will be the first choice partner in answering those queries.
  • To drive growth by removing trade barriers (eg establishing a pan-European quality mark and promoting innovation). Burson and Marsteller helps to identify the key players which can endorse Euralarm's proposals to overcome these barriers.
  • To overcome the existent threat to civil safety and security of the EU citizen by promoting competencies and the CEN/CLC TC4 initiative. Fire & security is a world of specialists and is largely provided by SMEs (small to medium enterprises) and major (eg national/international) companies. Because these disciplines use electronic and IT techniques they appeal to companies which practise these techniques but cannot protect properly the European citizen.
  • To ensure that Euralarm will be extensively associated with revision work of the Services Directive. A harmonized level of quality ensures a consistent level of protection for EU citizens. Euralarm favours the implementation of the Services Directive on a fair basis.
  • To help form Public Private Partnerships (PPP) to open up new business opportunities for the industry and reduce the financial risks of public authorities. Obtain information about new PPP initiatives.
  • To help identify and open sources in the EU to fund European projects (eg standardisation – as 'drivers for innovation'). Promote the inclusion of fire safety & security topics in FP8.

Euralarm's new Technical Manager, Marc Chenevoy, writes with the latest update…

The Horizontal Compliance newsletter is composed of two main sections –

1) Orgalime Information Bulletin #01/12 from February 2012, which covers the latest evolutions concerning the EC Directives related to the Euralarm security markets. The most relevant points covered are:

a) CPR Guideline document in preparation – WG Meeting in Feb.

b) R&TTE: TCAM 34 meeting in Feb. Discussed low frequency interference for SRD below 150 KHz.

c) New Legislative Framework (NLF) Alignment package has impact on LVD, EMC and ATEX directives. Orgalime is preparing a position paper requesting no changes in the technical requirements of these Directives.

d) Commission prepares new Communication on Industrial Policy for the security industry, including harmonisation, standardisation and public procurement as the main priorities. Report expected this year.

e) Standardization Policy – Draft report issued in January to ease access for SME and improve process.

f) Environment
REACH: ECHA has published recommendation on SVHC (Substances of Very High Concern)
RoHS II: Guidance document in draft to detail guidelines
WEEE: Directive recast approved.

2) Legislative Update from December 2011 to February 2012 sorted by selected categories:

a) Internal Market Legislation

b) Environmental Legislation

c) Energy Related Legislation

Note: A Euralarm Position Paper is being finalized on Short Range Devices (SRD 863-870 MHz) covering frequency band interferences produced by new applications within the band and by adjacent frequencies used for Long Term Evolution – 4G mobile phones.
